[MantaReport] Hoovers Tower Mooring Down

Hello all, just a quick notice of the Hoover's Tower mooring being out. Bob
and I recovered the ball itself on the north side of Keahole and later
noticed another dive boat moored up at Hoovers sans ball. I'll get ahold of
Jeff as well but seeing as its been going off lately I thought others might
want to know.
